[Project-managers] conf files and tarball generation for projects

Hello again...

Forgot to mention two things: 
1) Please, do look at what the config files the PM controls can do. In
particular, whether you want tarballs created automaticaly...

2) Doxygen... Those projects that do have doxygen documentation should check
if they get errors. I'll try and parse the 1.5M of errors I got in total, but
if you can check and fix yours that would be great... We are using version
1.4.7.
