[Project-managers] conf files and tarball generation for projects

Hi Laci,

Thanks for making the tarball creation work.

One thing:  I don't like the name "Ipopt-doc-xxx.tgz", since it is not the 
Ipopt documentation that is in the tarball, just the doxygen documentation 
of the source code. I would prefer Ipopt-doxydoc-xxx.tgz, or even prefer 
to have the creation of this tarball disabled, since I don't expect users 
to download the doxygen documentation via tarball.  But I want to keep the 
doxygen file in my doxygen directory, since there is a makefile target 
'doxydoc'.
