COIN-OR project managers:

In an effort to reduce "ticket spam" on Trac, we've installed a ticket
moderation system.  All projects that use tickets to track bugs and
enhancement requests need to ensure that they are correctly configured
in order for this system to work.  Failure to do so will result in
ticket requests being rejected.

If you are a Trac project manager, when you log into your Trac page,
there is an Admin link in the navigation bar at the top of the page.  On
the Admin page, you'll find a link in the menu at the left for
Permissions.  On that page, you'll see that the id projectmanager has
permissions MODERATOR_MODERATOR.  You will also see your id (and any
other ids you have designated) listed as a member of the projectmanager
group.

As a logged in user, you also have a Preferences link above the top
navigation bar.  On that page, under the General tab, there are blanks
for "Full name" and "Email address".

In order for the ticket system to work, at least one user in the
projectmanager group (or another user that you provide with
MODERATOR_MODERATOR permission on the permission page) to have an email
address set on his or her Preferences page.  That user will receive
notification when tickets are filed for your project, with instructions
on how to approve or reject the submission.

Please check your preferences or coordinate with members of your
projectmanager group to ensure that some user is correctly configured.
