[Ipopt] Problems using the Linear Solver Loader on Windows 7

Hi,

this should only happen if the configure of Ipopt did not recognize that 
windows.h is available (or windows.h was not available). For a build 
with Visual Studio, this seems to be the default.
There isn't much one can do about this without rebuilding this Ipopt dll.
