[Ipopt] IPOPT with Intel C++ on Windows (and later, Linux?)

Jesse,

As far as I know (Olaf Schenk, the developer of Pardiso will know for 
sure), the Pardiso version in the MKL still does not include some features 
(inertia detection) that we need in Ipopt.
