[Coin-ipopt] Download the Ipopt-3.x.x tarball

Hi,

Thanks again Laci for looking into this.

I just fixed the Makefile and submitted it to the repository.  This
night's automatic creation of the tarball should work, so that starting
tomorrow the ipopt-3.0.0.tar.gz tarball should be in the Tarballs
directory for download.
