[Coin-ipopt] Download the Ipopt-3.x.x tarball

Hi Jens,

No, we have not stopped distributing tarballs.  They should be there, by
you are right, they are not.

Laci, could you please check what is going on and make sure that the
nightly tarballs for Ipopt 3.0.0 are created correctly and made available
in the Tarballs directory?
