[Couenne] Counne Options on Neos Solvers & Couenne solver on Windows OS

Dear Pierre-Hakim,

I just submitted a small instance and an options file couenne.txt, and it
seemed to work fine. Can you send me your options file as an attachment? 
It could be that your file is in dos format or some other format, and is not
read correctly on the neos machine. I will try to run with your options file
directly on that machine.
