Stuart,

Thanks for your interest in COIN-OR.  I'm sorry to learn that you didn't 
recieve a reply from submissions at coin-or.org. Thank you for bringing it to 
our awareness.  We'll investigate and follow-up off list. 

On the code front - if PuLP is under the license below,  there's no need 
to re-implement or get the author's blessing.  The license below is the 
OSI-certified, MIT license (see 
http://www.opensource.org/licenses/mit-license.php), so PuLP falls under 
sections
 - (b) of the CSRO, http://www.coin-or.org/management/forms/csro.pdf
 - (b) of the DOL, http://www.coin-or.org/management/forms/dol.pdf

Building on the work of others to create something better for the 
community is what open-source is all about -- and definitely the kinda of 
evolution we want to encourage and support at COIN-OR. 

If you've been unable to contribute your changes back to the PuLP base 
code, then essentially you will be "forking" the PuLP by starting a new 
project on COIN-OR.  While the PuLP license doesn't require it, we'd 
recommend (1) your new project differentiate itself from the original by 
adopting a slightly different name (e.g., PuLP+ (?)), explicitly stating 
the relationship in the source code, or some other means in order to avoid 
confusion in the community, and (2) sending a note to the original author 
to make them aware of the fork, just as a courtesy. 

Hope that answers your immediate questions.  Someone will be in touch with 
you shortly off-list regarding the submission.

I include below a message I sent to submissions at coin-or.org that I never 
received a reply:

Hi I have been working on updating and expanding PuLP a linear 
programming module for python. Originally written by Jean-Sebastien Roy 
(js at jeannot.org)

I have added a link to CoinMP, updated the CPLEX link, got a student to 
write a wiki and added some features like columwise modelling.

I would like to submit this project to be hosted by Coin-Or currently it 
is found on http://130.216.209.237/engsci392/pulp/OptimisationWithPuLP or
http://pulp-or.googlecode.com

However I have not been able to contact Jean-Sebastien Roy to obtain his 
blessing :-(

He has licensed his code under a BSD style license listed at the bottom.

Do you have a suggestion as to whether I need to re implement the code 
to meet your authorship guidelines prior to submission.
