[Coin-discuss] SBB improvements

Requested improvements fall into three categories

a) Cuts.  There are several already offered and I (or Robin) will report 
on progress in a few weeks.

b) Clp related.  Edwin Straver wanted dual ranging. 
ClpSimplex::dualRanging has been written and there is a use of it in 
Clp/Test/unitTest.cpp.

c) Other Sbb improvements.  I will work on most of these and have made 
some improvements in speed.   I will report back as they are done.
