[Cbc] Newest/best cbc.exe C#/Windows version?

Cbc 2.10.3 is the latest release according to https://github.com/coin-or/Cbc.

Sonnet has c++/cli Wrappers already for .net framework, so you just use the classes in your c#.  Sonnet 1.2 is built-in with cbc 2.10.3 and for .net framework 4, built with vs 2019.

Is this a “best” version for standard VisualStudio2019 C# development?

NB. I noted that the version does not allow the “-threads” setting, thus not being able to run optimization in parallel.
Is there an available 2.10.3 (or newer?)  version compiled allowing the “-threads” setting?
