[Cbc] Building Cbc under Cygwin

Actually, the procedures aren't any different in CYGWIN than in other *nix
OS's. Any differences with Windows should be taken care of automatically by
the configure step. That's the beauty of autoconf. What version of Cbc are
you using and what version of GCC?
