[Cbc] Building Cbc under Cygwin

I was using Cbc 2.7.5, with GCC 4.5.3.  Your assurance that the procedures 
should be the same in Cygwin is comforting, but leaves unanswered the 
question of why it didn't work.  I realize that I'm not providing enough 
information; what additional info might provide a clue?  I suppose I could 
do it over and log the entire process; would such a log help?

Actually, the procedures aren't any different in CYGWIN than in other *nix 
OS's. Any differences with Windows should be taken care of automatically 
by the configure step. That's the beauty of autoconf. What version of Cbc 
are you using and what version of GCC?

port it to Windows.  I set up Cygwin and started the standard "building 
from Subversion" sequence, documented on the project front page on the Cbc 
wiki.  Everything went swimmingly up until "make test", which failed. 
 Well, yeah, obviously the procedure on Windows under Cygwin must be 
different from the procedure on a native Unix, but I couldn't find any 
discussion of the differences.  What should I be doing?
