[Cbc] CBC Installer for Windows

Hi Alpar,

Yes, I also think that CMAKE would make it easier to compile in different
platforms.

But building CBC (specially with ThirdParty software) looks complex to me, I
don't know how hard it would be to port the entire build process to CMAKE...

Anyway, with the installer I'm trying to build an easy to use "CBC
Distribution" so that you can start to use and study it as fast as possible:
creating menu entries for the important resources and programs, etc...
