[Cbc] CBC Installer for Windows

Hi Haroldo,

Thanks for the pointer to your installer. It would be useful to know
what tools you used to make your installer. Can they generate
cross-platform installers? We have been working on an installer for
all the COIN tools and have been playing with Install Jammer:

http://www.installjammer.com

It's pretty easy to use and can generate installers for all the common
platforms. I've made an installer for SYMPHONY with it. However, we
are open to suggestions for better tools if they are out there.
