[Cbc] Testing out Cbc

Hi,

I guess we do not build Cbc binaries separately for windows currently.
But there is a very recent build of Bonmin which should also bring a cbc
executable:
http://www.coin-or.org/download/binary/Bonmin/Bonmin-1.0.3-win32-msvc9.zip
There is also a CoinAll release in preparation that should include a Cbc
2.3.0.
