 From what I see, Ipopt::SlackBasedTSymScalingMethod only needs to
 implement InitializeImpl and ComputeSymTScalingFactors, which it does.
 It also compiles with MS compiler.

 For the second point, try adding -DIPOPT_BUILD to the compiler flags.
