[BuildTools] Augmented run_autotools (observes COIN_SKIP_PROJECTS)

BuildToolers,

	Attached is an augmented run_autotools script that observes
COIN_SKIP_PROJECTS.  The relevant bit of code starts at line 69.  I've also
added a paragraph in the devel-pre-1.0 wiki page, so we don't loose track of
Laci's suggestion for --skip-project as a configure option to complement
COIN_SKIP_PROJECTS.
