[BuildTools] COIN_SKIP_PROJECTS in run_autotools?

I heartily support the idea. Also, staying with the spirit of autotools there
should be a --skip-cbc, --skip-lapack, etc. as well as the COIN_SKIP_PROJECTS
environment variable.
