[BuildTools] COIN_SKIP_PROJECTS in run_autotools?

Andreas,

	What do you think of supporting COIN_SKIP_PROJECTS in run_autotools?
I'm motivated because I keep bumping up against lack of lapack source when
running autotools on cbc.  ThirdParty/Lapack fails because it can't find
dlamch.f. Of various workarounds, COIN_SKIP_PROJECTS is the most convenient.

	Interested? I think I can hack this in without much trouble.
