[Project-managers] New Peer Review Plugin for Trac

I've installed a plugin to support code reviews (basically, comments
attached to listings in Browse Source--in Trac, not in SVN).

Documentation (such as it is) is here:
http://trac-hacks.org/wiki/PeerReviewPlugin.  Feel free to use it or not
as you like.  I don't know how useful it is or how helpful I can be if
it breaks, but if you run into trouble, let me know.
