[Project-managers] automatic updating of configure scripts

Hello,

>From now on, whenever I made an important change in the stable release of 
BuildTools, I will automatically update the configure scripts for the 
following stable branches of projects:

and commit them into those stable branches.  In this way we guarantee that 
we have consistent configure scripts in our stable branches.

I have done so for the first time tonight to include the recent changes 
for Cygwin.

If you see your project in this list and don't want me to make updates, 
let me know.  Also, if you are using the configure scripts and would like 
me to update your stable branch and it is not listed above, let me know 
as well.
