[Osi] OsiCpx and getEmptyWarmStart?

[Jan-Willem Goossens]

I was trying to use the empty WarmStart to 'reset' the solver state. Seems
to work fine for that in CLP.
Admittedly, the docs don't specify that that's what is should accomplish.
