[Osi] Missing macros in Osi's source tree.

Christophe,

	The macros you're looking at are defined in BuildTools/coin.m4.
Plain old autoreconf won't work (to my knowledge). The way to run the
autotools tool chain is to use BuildTools/run_autotools. `--help' will
get you the help message.

	BuildTools is somewhat in flux just now; we're working on it as we push
out a new set of stables and releases. But that doesn't look to be the
problem you have.
