[Osi] Change to signature for getDualRays -- Done!

Folks,

        The change in signature for getDualRays is committed in trunk.  I've
committed trivial changes to all OsiXXX that I'm aware of so that they will
compile given the signature change.  Here are the breakpoints:

  Osi	     r1551
  Cbc	     r1493
  Clp        r1584
  DyLP       r347
  SYMPHONY   r1803
  Vol        r244

If you have trunk versions of these projects checked out, and your compile 
suddenly breaks, check the revisions; you may need to update to get consistent 
source code.
