        I'll go a bit further than Matt --- I'm pretty much certain that no COIN
code implements any sort of analysis algorithm to identify infeasible sets of
constraints.  Nor do I know, off-hand, whether an open-source implementation
exists that you could pull in for use.  But you might check out one of the pages
on John Chinneck's web site

This is one of his areas of interest.
