[Coin-osi-devel] loadProblem / default row parameters => different constraints

Laci, Matt,

	I'm in agreement that it would be nice if the two versions of
loadProblem give the same result with default values for row parameters.  Matt
is right that this triggers a new version.  This is the kind of change that
could break a lot of code.

	I'll give this a few days to see if anyone else wants to weigh in.  If
there are no contrary opinions, I'll float a proposal to change to a uniform
result of ax >= 0.
