There is a ticket (https://projects.coin-or.org/Osi/ticket/8) asking for 
access to the interior-point methods of solvers.  CQP will be a bigger 
challenge, though, as it will need more support methods (input/output, 
etc.) than just LP methods.

I suggest posting a separate ticket for CQP and we can look at proposals, 
patches, etc., there.

Having a good starting proposal would go a long way toward getting this 
done, though.
