Actually MinGW works well with CPLEX window's library,
although Cygwin doesn't. I have no trouble compiling
the examples from CPLEX using MinGW. There is no need
to use the -l flag, just provide the full library file
name. 

This issue here is not whether it is compilable or
not. The configure utility doesn't go through, even
though the include files are there? Does configure
look at the library file?
