[OS] CPLEX Error 1017: Not available for mixed-integer programs.

Hi Joe,

Could you check if cplex function CPXgetpi is available for mixed-integer 
programs?

> terminate called after throwing an instance of 'CoinError

CPLEX may not want to dual values for integer programs thus they disable 
getpi for MIP problems.
