[OS] New Features in OSSolverService

Hello Users:

As requested, in the current trunk version of OS, for OSSolverService 
you will find:

If "$ OSSolverService" is typed in at the command line with no options 
the result is now:

There must be at least one command line argument
Try -help or --help

>    "Lack of command line arguments ; try --help"
>  - Add an advanced command line help for OSSolverService program when
> "$ OSSolverService --help" because looking to the 76-pages User's
> Manual to find options syntax is slow


There is now a --help, -help command that explains all of the options 
available if the solve service method is used to solve a problem locally.

>  - Add a "--version" command line argument ; "$ OSSolverService --
> version" sould give something like :


There is now a --version, -version command that will produce

OS Version 1.0

These changes will be in the next release version of OS coming soon.
