[OS] Understanding linearConstraintCoefficients markups

Hi Joe:

Your suggestions regarding the OSSolverService are very good and I will 
incorporate them.

I am not sure about multiple licenses. For now, we will stick to Cpl. 
Multiple licenses can cause some problems in the COIN-OR build system.

Right now we are getting ready for a new release of OS. I probably will 
not make the modifications to OSSolverService before the release because 
I am now just doing testing and don't want to add anything new. But it 
should go in the next release.
