[OS] Mods to fix ASL & socket library specs

Kipp,

	Try specifying --enable-doscompile=msvc to force use of the
cl compiler:

  /home/kmartin/COIN-OS/configure  --enable-doscompile=msvc --enable-debug

	The '-j 1' is added to the make command line flags to limit Gnu make to
one process. MS nmake doesn't understand the option. ASL/configure.ac should not 
produce this result. But I won't have a chance to look until tomorrow evening.
