[Os-project-managers] Schema changes

Hi Gus:

Well for whatever reason, instead of getting the sleep I so desperately 
need, this morning I woke up thinking about OSGeneral. Instead of having 
our own sparse data structures, should we leverage off of CoinUtils. For 
example, there is a CoinPackedVector and a CoinPackedMatrix. Do we muddy 
the waters by adding our own sparse structures?
