[metslib] use metslib with VS2008

Hi guys,

I'm trying to implement a tabu search for my problem, and found metslib. But there are limited information on the website about how to install and use the library. I've downloaded and extracted the source code and installed cygwin and VS2008. Can anyone tell me what next to do in order to use the library? Thanks!
