[Ipopt] Use of Ipopt with HSL MA27 for Julia on Windows

Dear all,
I would like to use the HSL MA27 (I have a license) linear solver with Ipopt for Julia. While I had no problem installing and using it on linux, but I have troubles on Windows.
I opened an issue on the JuliaOpt github, explaining my steps and issues: https://github.com/JuliaOpt/Ipopt.jl/issues/192
It doesn't seem to find much response there but maybe some of you already faced this problem in the past.
