[Ipopt] Problem with MA27

Hi,

please follow the Installation instructions from
https://coin-or.github.io/Ipopt/INSTALL.html

If you use coinbrew, then the HSL source 
(https://coin-or.github.io/Ipopt/INSTALL.html#DOWNLOAD_HSL) needs to be 
added in ThirdParty/HSL between the fetch and build steps.
