[Ipopt] Ipopt maintenance release 3.12.13

Hi,

there was a problem in the creation of the 3.12.13 release tarball, 
which means that the tarball didn't contain the release, but some 
development version of Ipopt.
If you used the tarball to get the release, please download it again
(https://www.coin-or.org/download/source/Ipopt/Ipopt-3.12.13.tgz).

Sorry for the confusion (and for replacing a release tarball),
