[Ipopt] Ipopt maintenance release 3.12.13

Hi,

Ipopt maintenance release 3.12.13 is available.
This update brings fixes for the Ipopt interface to the linear solver 
Pardiso from https://pardiso-project.org/. The new settings should 
provide much better performance. Many thanks to Juraj Kardos, Drosos 
Kourounis, and Olaf Schenk for contributing these fixes.

Note, that due to the migration of Ipopt to GitHub, these changes are 
not available in the subversion repository. More about this soon.
