[Ipopt] CUSolver with IPOPT

Hi,

I'm not aware of an interface from Ipopt to CUSolver, so it would need 
to be written.
The linear solvers for which interfaces exist already (various HSL 
codes, Mumps, Wsmp, Pardiso) do not use GPUs.
