[Ipopt] Ipopt release 3.11.10

Hi,

I just created a new Ipopt maintenance release.
If you are using Ipopt 3.11.8 or 3.11.9 without problems, there is no 
need to update.

Here is a list of changes:

- fix a memory allocation in Java interface in cases where jint has a
   different size than int [r2513]
- the buildsystem now tries the Accelerate framework instead of vecLib
   for finding Blas/Lapack on MacOS X

The source tarballs should be available tomorrow.
