[Ipopt] Ipopt release 3.12.1; Ipopt on GitHub

Hi,

I just created a new Ipopt maintenance release.
Again, if you are using Ipopt >= 3.11.8 without problems, there is 
probably no need to update.

Here is a list of changes:
- fixes to build system for dependency linking
- Ipopt will now report an NLP with inconsistent variable bounds or
   inconsistent constraints sides as infeasible instead of throwing an
   invalid TNLP exception (by T. Kelman) [r2548]

The source tarballs should be available tomorrow.


Thanks to Ted Ralphs' continuing efforts, Ipopt has for some time now a 
presence on GitHub:

    https://github.com/coin-or/Ipopt

The git repository at GitHub mirrors the svn repository at the COIN-OR 
server. However, so far, Ipopt's dependencies (which are pulled in via 
the svn:externals property) are not automatically checked out when 
cloning the repository from GitHub. Therefore, the svn checkout and the 
tarball download will remain the preferred method to obtain the Ipopt 
code with all its dependencies for now.
The GitHub page may, however, serve as an alternative issue tracking 
system for people who find the TRAC ticket system too cumbersome.
