[Ipopt] Windows binaries

Thank you for your respones. I hadn't seen the AMPL page yet, but those
binaries are definitely useful. However, I am also looking for debug
builds. Due to the way std::string is implemented, debug builds do not mix
with nondebug libraries (see, e.g.,
https://www.tol-project.org/svn/tolp/OfficialTolArchiveNetwork/TolIpopt/CppTools/Ipopt/lib/README.TXT
). Will those be included in the Optimization Suite?
