[Ipopt] Windows binaries

I'm planning to make binary releases of the COIN-OR Optimization Suite
version 1.8, which will bundle Ipopt 3.12, available "soonish." If you are
desperate, I will do my best to build and upload binaries for just Ipopt
before I get to the full release of the Optimization Suite.
