[Ipopt] compile ipopt with ma86

Which version of IPOPT are you using?
If it is the newest one, this link may help,
http://www.hsl.rl.ac.uk/ipopt/
Copy the package you get from hsl to IPOPT/ThridParty/HSL. Then make
configure and make.

Anyway, MA86 can be installed independently and connected with IPOPT.
