[Ipopt] Ipopt release 3.11.2

Hi,

I just created a new Ipopt maintenance release.

Here is a list of changes (r1234 stands for a related svn changeset, 
#123 for a ticket number in the trac bugtracking system):

- changed default for option option_file_name to ipopt.opt; specifying
   an empty string for this option now disables reading of an option
   file [r2339]
   This change allows users of the C and Fortran interface to disable
   reading of an options file. Unless you did not set option_file_name
   to "" explicitly (which meant reading ipopt.opt before), you should
   not recognize a change in Ipopt's behavior.
- missing initial values are now set to 0.0, projected onto variable
   bounds, in the AMPL interface [r2340, #205]
- fixed missing variable initialization in MA97 interface [r2341, #206]

The source tarballs should be available tomorrow.
