[Ipopt] IPOPT installation on windows

Hi Mostafa

I don't use Cygwin, but rather MinGW-w64. You can see if these 
instructions give you any clues:

You may need to first set up your environment as per
http://ascend4.org/Building_ASCEND_for_64-bit_Windows#Steps_to_build_ASCEND_for_64-bit_Windows
