[Ipopt] Binaries

My question might be too amateur! so I hope no-one laughs!

I have had a lot of trouble installing Ipopt using Cygwin and was not
successful so wanted to know if it is possible to use the pre-compiled
binaries instead and how?

I just downloaded 'Ipopt-3.8.0-win32-icl11.1.zip' from
http://www.coin-or.org/download/binary/Ipopt/, unzipped it and added the
path of its Ipopt.exe to my system path in environmental variables ( I
didn't do anything else such as installing AMPL, ASL, Blas, ...) and tried
using it with Pyomo which of course was not successful!
