[Ipopt] IPOPT

Dear Alex,

On the IPOPT wiki page (https://projects.coin-or.org/Ipopt) it is mentioned
where you can find DLL libraries for IPOPT. Please have a look at the
COIN-OR binary distribution project:
http://www.coin-or.org/download/binary/Ipopt/ . It has worked for me from
C#, I hope it works from Delphi too.
