[Ipopt] building shared libraries under mingw doesnt work for me

Hi Andreas,

thanks for the explanation. I will check the BuildTools.

Another question: Somewhere on the ipopt page I  did read that there
are precompiled dll's of ipopt. Could you point me to the right page,
where I could download the Ipopt lib?
